John’s Campaign is launching a judicial review in October.
The move comes after the Government refused to change the rules around care home visits.
Under the current guidelines, it is up to care homes to decide whether to allow visits.
But campaigners insist the rules are leading to blanket bans on visits, breaching human rights law.
John’s Campaign told ITV the Government is “prioritising infection control while under-estimating or even disregarding the risks posed by social isolation, loneliness and depression”.
