People living in a tier three region should avoid travel altogether, however.
As they laid out their advice, the Government said tier three residents should not travel for stays “other than where necessary”.
But they added people can still travel through lower tiers on journeys elsewhere.
Government advice states: “You can continue to travel to venues or amenities which are open, but should aim to reduce the number of journeys you make where possible.”
