Communities will have two weeks to make an overall impact on their caseload next month.
The first tier review comes on December 16 and will allow leaders to make a case for moving to alternative arrangements.
While many tier three communities could find some freedom, it also allows the Government to clamp down.
Some tier one or tier two areas may find themselves relegated to the strictest measures.
