Some 2,000 properties in Greater Manchester will be evacuated overnight due to flooding caused by Storm Christoph, the city council said.
On Wednesday, Storm Christoph caused roads to close and car accidents, leaving some stranded due to the flood risks.
People in Sefton, Liverpool, have been told they need to leave their homes as soon as possible due to the weather.
Sefton Council has advised some living in Maghull to evacuate for the safety of their families.
