Surrey Police said in a statement the motorway was closed between junctions 8 and 9 after the incident which occurred at around 3.30 am. The M25 remained closed for at least three hours, possibly stretching into the rush hour.
The collision involved an ambulance, a car and an HGV, police said.
The driver of the car has been taken to hospital with serious leg injuries, while the occupants of the other vehicles were unhurt.
Police have asked for anyone who witnessed the collision to make contact by messaging on social media or by calling 101 quoting reference PR/20244107.

“The collision happened just before 3.30 on the anticlockwise M25, between junctions 9 and 8, close to Walton on the Hill.
“The driver of the car, a black BMW, suffered serious leg injuries in the collision and was taken to hospital by ambulance.

Here, the route joins the A240 south through Ewell and then onto Reigate Road (A240) to link up with the A217 Brighton Road at Burgh Heath.
