Speaking in the House of Commons, Ms May said that a responsible government must prepare for a range of outcomes, including leaving the European Union without a deal.
Ms May said: “If the EU continues on this course it could seriously lead to a no deal. And this would ikely be a disorderly no deal because without an agreement on our future relationship I cannot see how this parliament would agree a withdrawal agreement with Northern Ireland protocol and financial commitments.
“A responsible government must prepare for a range of outcomes including no deal and given the short period remaining before conclusion of negotiations the cabinet agreed these preparations would be stepped up.
“But we must recognise such a disorderly no deal would have profound consequences for both the UK and EU and the UK deserves better.
“So the cabinet agrees we need to present a new approach evolving the position that I set out in my Mansion House speech.”
