The Duchess has yet to publicly congratulate Ms Harris on her election success but is thought to have sent a private message. Meghan remains bound by royal protocol which insists she and Prince Harry are politically neutral.
The couple found themselves in hot water before the US election when they released a video urging voters to cast their ballot.
Meghan also came under fire from some commentators ahead of last Tuesday’s vote when she described it as the “most important election of our lifetime”.
The Duke and Duchess of Sussex were careful not give their support to any of the candidates but their video was seen by many as an endorsement of the Democrats.
Buckingham Palace was quick to distance itself from the couple’s comments and sources suggested Harry had “crossed a line”.
Meghan had earlier hinted at her support for Ms Harris when she said she was “excited” by the “representation” of people of colour in politics.
And Ms Harris, who will become America’s first woman vice president and the first black and Asian-American person to hold the office, has made no secret of her admiration for Meghan.
When the Duchess complained about negative press coverage during her pregnancy, Ms Harris tweeted: “This is incredibly important. We must remember that it’s a sign of strength to show emotion. Meghan, we are with you.”
And she also welcomed an anti-racism message the Duchess posted in June by tweeting:
“Thank you, Meghan, for this powerful statement.”

Ms Harris, the daughter of Jamaican and Indian immigrants, will become the highest-ranking woman to hold an elected office in the US when the Democrat is inaugurated on January 20.
Sources close to the Duchess said there were no plans for her to work with Ms Harris but experts are now speculating on how the two women could collaborate in future.
Some have suggested Meghan could use her production company and Netflix deal to secure an exclusive interview with the vice president-elect.
Media industry insiders said such a move could preserve Meghan’s politically neutrality while giving Ms Harris a platform and have suggested it would prove a massive ratings hit.
There could also be a non-political partnership on campaigning for gender or racial equality although some observers warn this could be straying into territory of which Buckingham Palace would disapprove.
Some experts have also suggested the pair could work together on a non-political podcast are extend their campaigning platforms to take on issues such has hate speech and social media regulation.
He tweeted: “What happens if Biden moves on and the Indian becomes President. Who then becomes Vice President?”
After his post received significant criticism from the public and senior politicians, the 82-year-old peer tweeted: “This tweet is cancelled.”
He said: “Whilst Biden is proud to be Irish and Harris is rightly proud of her Indian background I certainly withdraw my reference to her as an Indian as it seems to have upset some people.
“I did not know her name and identified her with the term Indian. Most people understood. Racist NO.”
